About the Department
Based on the state's vision of caring for these groups and the directives of the President of the Republic, in light of the current situation regarding the state's approach to caring for and paying attention to people with special needs, preparing specialized technical cadres in all areas of their care, as well as the issue of preparing teachers in education colleges, and developing teachers specialized in dealing with people with special needs in particular, and the trend towards improving performance in education faculties, there was an urgent need to develop a qualitative system within the Faculty of Education at Helwan University to achieve this, consistent with and functionally integrated with other educational systems, represented by the establishment of an independent specialized department of “special education” that accommodates all academic and educational specializations. It also includes the preparation of teachers and specialists for all different categories of people with special needs, as well as the qualification of teachers in all general departments within the faculty, preparing them to deal with people with special needs in accordance with the guidelines for integrating these groups into all aspects of daily life.
The foundational steps for establishing the Department of Special Education at the Faculty of Education began in December 2023, as part of the state and Helwan University's drive to expand programs that prepare specialists in the fields of care, education, and rehabilitation for people with special needs, in line with sustainable development plans and Egypt's Vision 2030, which emphasizes the educational and social integration of this group. The establishment phase witnessed a series of organizational and scientific procedures that included preparing the necessary studies, reviewing the proposed academic structures, and developing detailed concepts for programs and courses, ensuring the department's excellence and academic and administrative independence.
In light of the fulfillment of all legal and scientific requirements, Ministerial Decision No. (1106) of 2020 was issued.

The Department of Special Education at Helwan University aims to be a pioneer and leader locally, regionally, and internationally in preparing educational, research, and professional cadres specializing in the field of special education, and in developing educational, research, and applied knowledge and practices, thereby contributing to the comprehensive integration and social empowerment of persons with disabilities in society and providing full support to their families.

Department Mission
The Department of Special Education at Helwan University is committed to providing advanced academic programs to prepare teachers, specialists, and researchers in the field of special education based on modern scientific principles, conducting applied scientific research that contributes to the development of services provided to persons with disabilities, and providing consultation, technical support, and training to institutions, families, and society, within a framework of professional values, academic ethics, and local, regional, and international partnerships.
Department objectives: The department aims to achieve the following:
• Prepare specialized teachers in special education (mental/visual/hearing disabilities/talent and excellence) and prepare specialists in (learning difficulties, speech disorders, autism, etc.).
• To prepare researchers, experts, and faculty members through graduate programs at the level of professional and special diplomas, master's degrees, and doctorates in special education.
• Organizing and promoting scientific research in various fields related to special education.
• Training specialists in the diagnosis and treatment of speech and language disorders in normal individuals and those with special needs.
• Training specialists to work in the field of compensatory education for those with special needs.
• Providing specialized consultations in the field.
• Participating in holding seminars and organizing conferences and workshops in the field.
Fourth: Degrees awarded by the department:
The department awards the following academic degrees:
• Bachelor's degree: Bachelor's degree in science and special education in one of the specializations (academic subjects taught in special education schools) in addition to a specific specialization in disability (hearing, visual, mental, giftedness, and excellence) or tracks for preparing psychologists in (learning difficulties, speech disorders, autism, etc.).
